Welcome to the Local Alcohol Strategy Toolkit

This local alcohol strategy toolkit has been designed to help local policy makers and strategists in developing local responses to alcohol problems. It sets out a process for the work, and gives guidance on each step of the way.

This toolkit was produced by the London Drug and Alcohol Network and Alcohol Concern, with support from Comic Relief. Many people from the alcohol field and beyond were involved in writing the toolkit, and a pilot was run in the London Borough of Lambeth.

How to use the toolkit

The toolkit sets out 8 steps in the process of developing a local alcohol strategy. For each step, guidance and suggestions can be found by clicking on the links. Material may be copied (cut and pasted) as required. When it comes to writing the strategy document, a downloadable template is offered. This can be adapted to meet local requirements. We recommend you work through the 8 steps as set out in the process.

On this website there is a large amount of resource material that supports the steps. The site has been structured so that navigation through the material is as logical and painless as possible. Reading it all would be very time consuming; the intention is that only the material that is relevant for a given step is accessed. However, an overview of the structure of the resource material may be helpful, and is given below.

Guidance is drawn from resource material that is grouped in 9 key areas, as follows:

  • Health
  • Community Safety
  • Licensing
  • Children and Young People
  • Treatment
  • Housing and Homelessness
  • Workplace
  • Regeneration
  • Workforce

Within each of these areas, there are the following sections :

  • Background: why the particular key area needs to be in a local alcohol strategy
  • Baseline Indicators
  • Policy Drivers
  • Key Players
  • Stakeholders
  • Possible Objectives and Targets
  • Funding Streams
  • Diversity Issues

It is possible to view and print all the material relating to each key area (for example, health or community safety). Likewise all the policy drivers sections (for example) may be viewed and printed together.
